This report: (1) compares the types & amounts of IHP assistance provided to Hurricanes Katrina & Rita victims to other recent hurricanes; (2) describes the challenges FEMA faced by the magnitude of the requests for assistance following Hurricanes Katrina & Rita; & (3) determines the vulnerability of the IHP program of fraud & abuse.
