In 2005, Hurricanes Katrina & Rita caused unprecedented damage. FEMA’s Individuals & Households Program (IHP) provides direct assistance (temp. housing units) & financial assist. (grant funding for temp. housing & other disaster-related needs) to eligible individuals affected by disasters. This report: (1) compares the types & amounts of IHP assistance provided to Hurricanes Katrina & Rita victims to other recent hurricanes; (2) describes the challenges FEMA faced by the magnitude of the requests for assistance following Hurricanes Katrina & Rita; & (3) determines the vulnerability of the IHP program of fraud & abuse. Statistical sampling, data mining & undercover operations were used in the preparation of this report. Charts & tables.
