Hurricanes Katrina & Rita displaced over 1 million people & affected some of the poorest areas of the country. Many of those affected by the hurricanes received fed. assistance from: Social Security, Supplemental Security Income, Food Stamps, Unemployment Insur., & Temp. Assistance for Needy Families programs beforehand & others were newly eligible after the storms. This report assessed the: (1) challenges the hurricanes created for programs to take applications & pay benefits; (2) factors that helped or hindered programs’ efforts; & (3) areas that warrant further attention & actions being taken to improve programs’ disaster response. The author interviewed program officials at the fed. level & in AL, FL, LA, MS, & TX. Illustrations.
