Among fed. efforts to address the HIV/AIDS epidemic are the CARE Act of 1990 & the Housing Opportunities for Persons with AIDS program (HOPWA). Both use formulas based upon a grantee’s number of AIDS cases, rather than HIV & AIDS cases, to distribute funds to metro areas, states, & territories. HIV cases must be incorp. with AIDS cases in CARE Act formulas not later than FY 2007. This report examined: how CARE Act & HOPWA funds are allocated among types of services; the extent of funding distribution differences among CARE Act & HOPWA grantees, & how funding formula provisions contribute to these differences; & what distribution differences could result from incorp. HIV case counts in CARE Act & HOPWA fund. formulas.
