By the end of 2002, more than 40 million people worldwide were living with HIV/AIDS, with 5 million newly infected that year. HIV/AIDS, along with TB & malaria, causes 6 million deaths per year & untold human suffering. Established in Jan. 2002, the Global Fund disburses grants to augment existing spending on the prevention & treatment of these 3 diseases. As of April 2003, the U.S. had pledged $1.65 billion to the Fund & is expected to remain its single largest donor. This study assessed: the Fundís progress in developing governance structures; the systems that the Fund has developed for ensuring financial accountability, monitoring & evaluating grant projects, & procuring goods & services; the Fundís efforts to raise money; & its grant-making.
