Foreign Assistance: USAID Completed Many Caribbean Disaster Recovery Activities, But Several Challenges Hampered Efforts

In Sept. 2004, Hurricane Ivan & Tropical Storm Jeanne passed through the Caribbean, taking lives & causing widespread damage in several countries. In Oct. 2004 Congress appropriated $100 million in supplemental funding, primarily for Grenada, Jamaica, & Haiti, which were significantly affected. The U.S. AID, leader of the U.S. recovery programs, agreed to complete the programs by 12/31/05, giving the agency a 1-year time frame. This report: reviews the nature & status of the programs in Grenada, Jamaica, & Haiti as of 12/31/05; identifies factors that affected the programsí progress; & assesses USAIDís use of guidance & lessons learned from previous similar programs & efforts to draw lessons from the current programs.
