Congress has created 20 fed. employment-related programs that are aimed at helping people with disabilities obtain jobs. Little is known about the effectiveness & the mgmt. of some of these programs. The author was asked to review 4 of these programs; the Dept. of Ed. oversees 3: Projects with Industry (PWI), Supported Employment State Grants, & Randolph-Sheppard. An independent fed. agency, the Comm. for Purchase, oversees the fourth, Javits-Wagner-O’Day (JWOD). This report assessed the extent to which: (1) performance goals & measures have been established for these programs; & (2) the agencies responsible have established adequate oversight procedures. The author visited each of the 4 programs in 4 states. Charts & tables.
