An attempt to assess the evacuation capacity & challenges of the 37 largest urban areas (UA) -- those with more than one million population. Evacuation planning is new to U.S. UA &, as a result, evacuation capacity can be expected to fall short of optimal levels. An “evaluation index” grades UA by reviewing internal traffic flow, the capacity of major highway exit routes, & automobile accessibility. This report compares evacuation capacity among UA with the objective of encouraging consistent, quantitatively based & effective practices for evacuation planning. The analysis is based upon a requirement that the entire UA be evacuated, which is certainly possible. It is also possible that evacuations will be limited to small zones within an UA. Illus.
