Local election officials in 14 jurisdictions in 7 states (AZ, CA, MI, NY, TX, VA, & WI) were surveyed to obtain their views on managing voter registration for the 2004 election. This report discusses election officials’ characterization of: challenges receiving voter registration appl’s., including checking them for completeness; (2) removing voters’ names from voter registration lists & ensuring that names were not inadvertently removed; & (3) implementing the Help America Vote Act (HAVA; 2002)’s provisional voting & identification requirements.
