The Help Amer. Vote Act of 2002 (HAVA) was enacted to help ensure that only eligible persons are registered to vote. As of 1/1/04, states were to create computerized statewide voter reg. lists to serve as official rosters of legally registered voters for elections for fed. office. However, they could seek a waiver to postpone implementation of HAVA provisions until 2006. All but 9 states did so; this report discusses the experiences of the 9 states: AL, AZ, GA, HI, KY, MN, SC, SD, & WV. Describes actions election officials in these states took to meet HAVA requirements for: establishing computerized statewide voter reg. lists; & verifying the accuracy of info. on voter reg. applications & maintaining accurate computerized voter lists.
