The EPA is attempting to develop air toxics (AT) emissions data for use as a Gov’t. Perform. & Results Act (GPRA) perform. measure. This report contains findings regarding EPA’s methods for calculating AT emissions. A vital component for assessing progress & directing future efforts of the EPA AT Program is the Nat. Toxics Inventory (NTI), an estimate made once every 3 years of the total amount of AT emitted annually. This report answers the following questions: What are the key assumptions & limitations underlying EPA’s NTI & how do these impact its use as a GPRA performance measure?
