DoD Training: Many DoD Linguists Do Not Meet Minimum Proficiency Standards

Reviews Dept. of Defense (DoD) training of linguists engaged in intelligence-related activities. The objectives were to examine: (1) the language & technical training provided to DoD linguists; & (2) DoD & military service policies & procedures governing the management, training, & compensation of the linguist workforce. Results show that a significant number of linguists are graduating from DoDís language training school, the Defense Language Institute (DLI), without having obtained the limited language proficiency desired. This proficiency level -- level 2 -- is defined as having sufficient language capability to meet routine social demands & limited job requirements. At a level 2, the linguist can deal with concrete topics in past, present, & future tense.
