However, long-standing delays & other problems with DoDís clearance program led to to being designated it a high-risk area in Jan. 2005. DoD transferred its investigations functions to the Office of Personnel Mgmt. (OPM) in Feb. 2005. The author examined the clearance process for industry personnel. This report addresses the timeliness of the process & completeness of documentation used to determine the eligibility of industry personnel for top secret clearances.
