Development of Design Guidelines for Structures That Serve as Tsunami Vertical Evacuation Sites

Report of an exploratory study for the development of standards & guidelines for building safely against combined seismic-tsunami loads. In Nov. 2002 a workshop was held in Seattle, WA, with attendees having expertise in structural, marine, & civil engineering, seismology, geology, & emergency management to assess the feasibility of guidance & to formulate a plan for its development. A two-phase program was recommended. This report is an account of work on Phase I, the purpose of which was to extract data from unpublished tsunami surveys to estimate forces from tsunami waves on buildings, to analyze buildings that survived tsunami wave attack, & to test those forces against building code designs.
