This letter formally transmits a briefing in response to Senate Report No. 110-77, which accompanied the National Defense Authorization Act for Fiscal Year 2008 (P. L. No. 110-181). The Senate Report requires a review and a report of DoD's plans for the development of language and cultural awareness capabilities. On November 24, 2008, the auditor provided the briefing to staff of congressional committees to satisfy this mandate. The auditor plans to complete the work and issue a final report at a later date.
