But these events have overshadowed it: the transformation of the Soviet Union, concern over Iraq’s nuclear capabilities, & Soviet Pres. Gorbachev’s response. This study explores the issues these developments raise. It analyzes a number of possible future approaches to U.S. nuclear deterrence.
