The Air Force (AF) has turned to service contracts for the F-15C, F-16, Airborne Warning & Control System, & F-15E, & the Army has done the same for helicopter simulator training (ST). The contractors own, operate, & maintain the ST hardware & software. The mil. serv. rely on industry to capitalize the required up-front invest., with the understanding that the contractors will amortize this invest. by selling ST serv. This report addresses: the factors that led the AF & Army to acquire ST as a service & whether the decision to use this approach was supported; whether implementation of the approach has resulted in the planned number of ST sites being activated; & whether the AF & Army are tracking the return on their expend. of taxpayer dollars.
