The Conservation Security Program (CSP) -- admin. by the USDA -- provides financial assistance to producers to reward past conservation actions & to encourage further conservation stewardship. CSP pay. may be made for structural or land mgmt. practices, such as strip cropping to reduce erosion. CSP has raised concerns because CSP cost est. have increased. For ex., the CBO estimate increased from $2 billion in 2002 to $9 billion in 2004. This report determined: (1) why CSP cost est. increased; (2) what authority USDA has to control costs & what cost control measures exist; & (3) what measures exist to prevent duplication between CSP & other USDA conservation programs & what duplication, if any, has occurred.
