Coast Guard: Observations on the Preparation, Response, and Recovery Missions Related to Hurricane Katrina
Stephen L. Caldwell (au)
Hurricane Katrina (HK) was one of the largest natural disasters in our nation’s history. The Coast Guard (CG) played a key role in the planning, response, & recovery efforts for HK in three mission areas: search & rescue, marine pollution response, & management of maritime commerce. This report focuses on: (1) the factors that prepared the CG to perform these three mission areas in the aftermath of HK; (2) the CG’s response to HK, the challenges it faced in performing its missions, & its efforts to mitigate these challenges; & (3) the implications & lessons learned, as identified by the CG, regarding the effect of HK surge operations on its people, assets, financial resources, & operations.
