Treatment Plan Initiative (NTP) began in the fall of 1998, to provide an opportunity for the field to reach a working consensus on how best to improve substance abuse treatment, & then to pursue action to effect needed change. “Changing the Conversation,” the first product of the NTP Initiative, was developed through extensive examination of relevant research & past reports, consultation & discussion among experts reflecting a broad cross-section of opinion & experience throughout the field, & active solicitation of public comment. Expert panels met between April 1999 & Feb. 2000. Public hearings were convened from July through Nov. 1999. This vol. contains the full panel reports, summaries of the public hearings, & lists of contributors.
