For most Americans, in 1992, the issue of whether to restore a capital gains differential to the tax code remained an obscure, if highly-charged, question. This report tries to dispel at least some of that obscurity. Four American Business Conference (ABC) chief executives -- J.P. Barger, Lee Brown, George Hatsopoulos, and Roger Johnson -- were asked to talk about how the tax treatment of capital gains influences the ability of their firms to grow and create jobs. In addition, ABC’s Chairman, James R. Jones, provides a political context for the debate based upon his experience as a Democratic Congressman and co-sponsor of 1978 legislation to lower the tax on capital gains.
