The Visa Waiver Program enables citizens of 27 countries to travel to the U.S. for tourism or business for 90 days or less without obtaining a visa. In FY 2004, more than 15 million people entered the country under the program. After the Sept. 11, 2001, terrorist attacks, the risks that aliens would exploit the program to enter the U.S. became more of a concern.
