Agency Management of Contractors Responding to Hurricanes Katrina and Rita

In Feb. 2006, the staffs of Congressional committees were briefed on the results of a review of various contracting issues related to the Gulf Coast hurricanes. The briefing assessed how 3 agencies -- FEMA, the U.S. Army Corps of Engineers (USACE), & the GSA -- planned for & conducted oversight of several key contracts in support of Katrina & Rita response & recovery efforts. This report contains this briefing document, which has been provided to the Dept. of Homeland Security (DHS), the DoD, & GSA for review & comment. While DoD did not have any comments, USACE provided some technical clarifications. Officials at DHS had no further comments. GSA provided technical comments.
